Leaders should represent the opinion and authority of the lead and God. This is because as a leader you are accountable to the lead and God.
As a leader you no longer hold your own personal opinion but that that speaks for the lead and God where your authority comes from.
Eg as a man once you get married and leading a family you nolonger speak from personal point of view but from family point of view because you are leading a family and want to alway represent their views and opinion.
That is why they can protest when your activities as a leader nolonger speak for them and God will surely interven.
Just like pope Leo 14 is doing with Islam doesn't speak for the catholic and catholics are furious with him.
When you serve God you serve in his spirit and his truth as a leader pope Leo 14 has lost God's truth in God's spirit.
