When you lack foundation in the law to issue orders

 So from my analysis about what foundational problem is which is issue with the law broken law.

Any govenor officially voted into power by the law not by power of money has the power to enforce law on the people to obey.not like bat tinubu who bought his way to power there  is no law backing any ploicy he makes because he has no foundation in the law to issue orders period who never voted him.
